on a serious note though, i'm not sure what merit there is in 'safeguarding' a policy that is never enforced by the mayor in the first place

likewise i'm not sure how much merit there is in sian's pledge to increase the policy level from 50% to 60%, given that the current level, let alone the much lower borough levels, are not even being met or enforced at present, so seems a fairly empty pledge (mind you it's not unique in that respect)</description>
