“modal’, yes, what a jolly word that is, and although a dictionary may not agree with my definition of the word, in the context of traffic it means ‘we don’t know what to do with it and we don’t know how to reduce it but if we ignore it for long enough we hope it’ll go away and if I’m still a councillor I’ll try and take the praise for it”
The ‘modal shift’ has been mentioned a lot in relation to the ‘regeneration’ of Lewisham, and is always a good measure of the vacuity of the speaker. (I suppose a vacuum can be measured)
