Re the set up costs of a PFI.

The following is from a report to the Mayor regarding the recently cancelled Chrysler housing PFI….

7.2.3 The nature of the PFI procurement process requires greater input from
external consultants and significant Council time input as completion
    approaches.

7.2.4 The costs, if this proceeds, are forecast to be some 5 times that of set
up costs for a stock transfer. Potentially £2m or more would need to be
    met by the Council.

What also interests me is why a PFI was persude for 2-3 years if according to the report tennants would prefer a stock transfer.
