    As a matter of urgency on Monday 29h September the Mayor made a decision regarding a new special needs school.

    How can this be a well thought out plan when the report states a decison was required by 15th October and……

    “The competition timetable was that proposals were to be submitted by 26th September 2008 and it only recently come to light that there would be no interest from external proposers.”

    Is what is now being proposed a panic measure drawn up in the past 2 weeks, rather than a well thought out stratergy for the future provision of special needs education?

    A case of ‘strengthening’ special needs provision with weak leadership?
