    At least betting shops need to gain planning permission but it seems certain private companies have the right to pen hostels without seeking planning permission.

    In Catford, the first residents were aware there might* be an offenders hostel next door were the frequent visits by the police and finding syringies.

    *It hasn’t officially been confirmed there is a hostel at the address.

    Also the centre of Lewisham is to get a new hospital which may house people who have committed series offences, but don’t expect the council, councillors or local police to have been informed.

    Considering the impact these schemes may have on the immediate community it does seem an odd way to go about things in a “more open and transparent society”.
